AN INTRODUCTION TO THE DHILLON REPORT: WHY IT WAS COMMISSIONED
Earlier this year, the city commission hired an independent company to evaluate the efficiency of the city’s police department.
The evaluation was initiated as a result of the police department’s escalating overtime wage costs, which has dramatically increased year after year. Overtime costs increased again last year despite the city manager’s clear directive to the then-chief to reduce them. The city wanted to know why these costs escalated and what, if anything, could be done to reign them in.
Thus, Dhillon Management Company was hired to perform an unbiased, let-the-chips-fall-where-they-may, report. You should know that a panel was put together to collectively select the company to perform the evaluation. In case you’re not aware, the panel prominently included the then-chief of police, whose opinion was given great weight. THE THEN-CHIEF OF POLICE CHOSE DHILLON MANAGEMENT.
The Dhillon report objectively exposed a wide range of shortcomings, including poor leadership and wasteful spending in the police department.
